Doctor of Law, University of Bologna (Italy), Professor of Political Economy and Public Finance, University of Granada. Professor of Financial Law and Tax Law, University of Granada, Professor of Financial Law and Tax Law, Universidad Autónoma and Universidad Complutense of Madrid.
He published “Spanish Tax Ordinance” in 1970, the first manual on the subject in Spain, which set the bases for the discipline and with which hundreds of students, teachers and public tax officials have been trained.
He practised the law since 1970, intervening for decades in relevant national and international cases, leading teams of lawyers in major conflicts and disputes, and advising on legal and strategic issues for banks and large business groups.
Committed to culture and society, he has been trustee of various cultural foundations and a firm defender of the law and the democratic principles. He was Chairman of “Fundación para el Progreso y la Democracia” (1981) and promoted publishing company groups such as PRISA, editor of “El País” journal, of which he was a board member, and the legal editorial company, CÍVITAS.
Concerned with the decay of the legal institutions, in 2018 he promoted the Granada Declaration (which gathered professors of tax law to report the lack of legal security in the tax area and the breach of the constitutional principles of legality, equality and solidarity), and in 2019 he created the Association for the Defence of Law.
